The Bossier City Council convened for its regular meeting on Tuesday, July 1, with significant leadership appointments and the passage of two key resolutions aimed at enhancing transparency and governance.
At the start of the meeting, Councilman At-Large Chris Smith was officially named City Council President, and Councilman Joel Girouard was selected as Vice President, earning congratulations from their fellow council members.
In a major move toward accountability, the Council unanimously adopted a resolution to establish an Investigative Committee tasked with reviewing the use of public funds for parking lots constructed at Scot’s Audio and Bossier Power Equipment. The resolution, passed on first and final reading, empowers the committee to independently examine expenditures and report findings directly to the full Council.
Prior to the vote, Council President Smith noted the Council’s decision to proceed independently of the mayor’s office, stating that while a report from the administration had been expected by May 20, it had not yet been delivered. The Council will now take the lead on the investigation, with Smith appointing three members to conduct the review, gather information from the administration, and compile a formal report.
In a related effort to strengthen policy oversight, the Council also approved a second resolution establishing standing committees within the Bossier City Council. These committees will be formed to promote efficient governance, structured oversight, and improved policy development across city operations.
Both resolutions were approved in a single reading, marking a proactive start to the new Council’s term under President Smith’s leadership.
The meeting reflected a renewed focus on transparency, responsiveness, and improved civic accountability as the new City Council begins its work.
