The Bossier Parish Police Jury approved a cooperative endeavor agreement with the Town of Haughton on Wednesday, Nov. 4, allowing the parish to provide labor and equipment for road patching and asphalt overlay work while the town covers material costs.

The agreement continues a cooperative approach to municipal road maintenance that parish officials said was used earlier this year.

During Wednesday’s meeting, a parish representative explained that Haughton officials requested assistance under a provision of the parish’s code of ordinances allowing certain municipalities to receive parish labor and equipment support for road improvements.

The arrangement is available to eligible municipalities including Haughton, Benton and Plain Dealing.

Under the agreement, Haughton would pay for asphalt materials rather than the full cost of materials, labor and equipment.

The parish representative said Haughton officials estimated the town would need approximately 700 tons of asphalt for the planned work.

At the parish’s stated asphalt rate of $115 per ton, that quantity would represent approximately $80,500 in material costs. The figure is an estimate based on quantities discussed during the meeting, not a final project expenditure.

Parish officials said their highway department had completed much of its scheduled road overlay and rehabilitation work, potentially allowing crews to assist Haughton before the end of 2026.

The agreement does not identify the specific town streets to be improved in the meeting discussion.

The Police Jury approved the cooperative endeavor agreement without opposition expressed during the meeting.

The action provides a framework for completing additional municipal road repairs through cooperation between the town and parish governments while reducing Haughton’s direct labor and equipment expenses.
