Palmetto Country Club zoning amendment hearing delayed

A planned public hearing on a zoning amendment change for just over 146 acres that was once home to Palmetto Golf Course in Benton has been rescheduled to May 6.

Bossier Parish police jury members were forced to make the date change at their Wednesday regular meeting when problems arose with advertising the public hearing in the parish legal journal.

On rezoning issues, a hearing must be advertised in the parish official journal at least 10 days prior to the hearing and once per week for three consecutive weeks.

“It was a simple mistake. There were some personnel changes at the official journal and the advertisement did not run on consecutive dates as required,” parish administrator Bill Altimus explained.

Public hearings on two phases of proposed development at the property will be heard May 6. The first will consider an application by Southern Lifestyle Development, LLC, to change the zoning of the 146.56 acre former golf course from R-A (Residence-Agriculture) to R-1 (one-family residential).

A favorable recommendation for the planned single family detached home subdivision has been issued by the Benton-Bossier Parish Metropolitan Planning Commission.

Police jury members will also hear a request from the same developer for a zoning change on 8.41 acres on the east side of the golf course property. That request seeks to change the zoning from R-A to B-2 (neighborhood business district) for a proposed commercial development.

Members of the planning commission issued an unfavorable recommendation on that request.

Other public hearings were approved during the jury’s meeting. May 6 hearings were scheduled to consider approval of the plat for the proposed development of Hidden Trace subdivision, Unit 1A, and for plat approval for the development of Russell Family Partition.

Three hearings were scheduled for May 20. Those include approval of plats for proposed developments of Faith Estates subdivision, Unit 1, and King Woods subdivision, Unit 1. Also to be considered is plat approval of then Roby Road right-of-way dedication.

Also at Wednesday’s meeting, the police jury:

  • proclaimed the month of April Fair Housing Month
  • adopted a citizen participation plan and citizen complaint procedure
  • selected projects to be funded through the fiscal year 2016/2017 Louisiana Community Development Block Grant program (LCDBG)
  • authorized the selection and procurement of professional services for assisting in the development of fiscal year 2016/2017 LCDBG program applications and implementation of projects
  • adopted a procurement policy for compliance with the 2016/2017 LCDBG program
  • approved a request from the state Department of Transportation and Development for use of Caplis Sligo Road as the official detour route during the closure of the Sligo Road bridge over Red Chute Bayou
  • approved change orders on phase 1 of the Kingston Road widening project and the parish’s wastewater collection system, and
  • approved adopting a resolution authorizing the police jury to prepare and submit a pre-application in the area of Lucky Estates on La. Hwy 162 in connection with the statewide flood control program for implementation of a project for reduction of existing flood damages, providing necessary documentation of flood damages and any other related matters.
