During its regular meeting on Tuesday, Jan. 28, 2025, the Bossier City Council approved resolutions and ordinances addressing city governance, infrastructure, and economic development.
The main resolution approved by the city council during Tuesday’s meeting is a resolution to order and call a special election in May for Bossier City residents to vote on proposed amendments to the city charter. If passed, the proposed amendments to the city charter would impose a three-term limit for both the mayor and City Council members, bringing significant changes to city governance. Each term lasts four years.
The resolution includes an application to the State Bond Commission and provisions for related administrative matters. In connection with this decision, the council held the first reading of an ordinance proposing changes to two sections of the city charter: Section 3.01(b) and Section 4.01.
The special election in May is expected to generate further community discussions about the role of term limits in local government. Proponents argue that term limits promote accountability and encourage new ideas, while opponents may express concerns about losing institutional knowledge and leadership experience.
Leading up to the special election in May, interested parties on both sides of the term limits debate want to ensure that Bossier City residents are well-informed about the proposed changes to the city charter. Proponents of the city charter amendment proposals that will now appear on the ballot in May have expressed concerns about potential confusion over the term limit proposals on the March ballot, introduced by the city council appointed Bossier City Charter Commission, and the term limit proposals on the May ballot, brought forward by the Bossier City Term Limits Coalition.
During Tuesday’s meeting, the Bossier City Council also approved the following actions:
- Adopted an ordinance approving a conditional use permit for the retail sale of high- and low-content alcohol for on-premises consumption at Lucky Palace II, located at 8000 E. Texas St., Suite 101, Bossier City.
- Held the first reading of an ordinance to amend the 2025 Water and Sewer Capital and Operating Fund budgets.
- Held the first reading of an ordinance to approve Change Order No. 1 for the Golden Meadows Turn Lane Project, increasing the contract by $55,618.63 for a total price of $349,033.63.
