The Board of Supervisors for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier met in regular and legal session on the 18th day of June, 2025, in the Police Jury Meeting Room, Bossier Parish Courthouse, Benton, Louisiana. Mr. Glenn Benton, Chairman, called the meeting to order. Ms. Megan Ramos called the roll, with the following members present:

Absent: Julian Darby, Kim Gaspard, Tom Salzer, Keith Sutton

Motion was made by Mr. Jorden, seconded by Ms. Glorioso, to ratify approval of Change Order No. 1, for Project No. 2024-112, Winfield Road Water Distribution Improvements, American Rescue Plan Act (ARPA) funded project, and authorize the execution of documents, Police Jury Districts 2 and 4. Previously approved by the Bossier Parish Police Jury on June 4, 2025.
The Chairman called for public comment. There being none, motion carried, with the following votes recorded:
Yes: Glenn Benton, Jimmy Cochran, Pam Glorioso, John Ed Jorden, Chris Marsiglia, Julianna Parks, Doug Rimmer, Philip Rodgers
Abstain: None

(Resolution adopted by the Bossier Parish Police Jury on June 4, 2025, as follows:)
RESOLUTION
BE IT RESOLVED by the Bossier Parish Police Jury in regular and legal session convened on this 4th day of June, 2025, that it does hereby authorize the Parish Administrator and/or Parish President to execute on its behalf, any and all documents in connection with Change Order No. 1, Project No. 2024-112, Winfield Road Water Distribution Improvements, American Rescue Plan Act (ARPA) funded project, said Change Order No. 1 resulting in an increase of $4,741.62 in total contract cost due to additional work on the water line at the Hilltop tank.
The resolution was offered by Mr. Jorden, seconded by Mr. Gaspard. Upon unanimous vote, it was duly adopted on this 4th day of June, 2025.

Motion was made by Mr. Jorden, seconded by Mr. Rimmer, to ratify acceptance of a service agreement between AquaResource Software (TecNXS, LLC) and the Consolidated Waterworks/Sewerage District No.1 of the Parish of Bossier and authorize the execution of documents. Previously approved by the Bossier Parish Police Jury on June 4, 2025.
The Chairman called for public comment. There being none, motion carried, with the following votes recorded:

Motion was made by Mr. Jorden, seconded by Mr. Cochran, to ratify acceptance of the water main improvements in Beauregard Trace Subdivision, into the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier water system for permanent maintenance, Police Jury District 1. Previously approved by the Bossier Parish Police Jury on June 18, 2025.
The Chairman called for public comment. There being none, motion carried, with the following votes recorded:

(Ordinance No. 5073 adopted by the Bossier Parish Police Jury on June 18, 2025, as follows:
ORDINANCE NO. 5073
WHEREAS, the Bossier Parish Police Jury in regular and legal session convened on the 18th day of June, 2025, has received a request from Beaty Logging Company, Inc., that the parish accept into the Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier water system for permanent maintenance, the water main improvements for Beauregard Trace Subdivision; and
WHEREAS, the said water system has been completed in accordance with the specifications of the Bossier Parish Police Jury; and
WHEREAS, a two-year maintenance bond has been executed in favor of the Bossier Parish Police Jury to guarantee against failure of said water system as to material and workmanship as required by Chapter 122, Section 122-65 of the Bossier Parish Code of Ordinance.
THEREFORE, BE IT RESOLVED, by the Bossier Parish Police Jury that it does accept the two-year maintenance bond of Beaty Logging Company, Inc., including labor and materials, for the above captioned water system.
BE IT FURTHER RESOLVED, that the Bossier Parish Police Jury does hereby accept into the parish water system for continuous maintenance, the water system located on Beauregard Trace Subdivision, Bossier Parish, Louisiana; and
BE IT FURTHER RESOLVED, that a certified copy of this ordinance be recorded in the Office of the Clerk of Court, Bossier Parish, Louisiana, together with the maintenance bond.
The Ordinance was offered by Mr. Rodgers, seconded by Ms. Glorioso. Upon unanimous vote, it was duly adopted on this 18th day of June, 2025.

Mr. Benton reported on a meeting of the Consolidated Waterworks/Sewerage District No. 1 Board of Appeals held today at 1:00 p.m., advising that he, Mr. Jimmy Cochran, Mr. Chris Marsiglia, Ms. Julianna Parks, Ms. Aleigha Ebarb, Ms. Ashley Ezell, Ms. Julie Gill, Mr. Chase Gowan, Mr. Nguyen Kha, Ms. Megan Ramos, and Ms. Jennifer Rose were present.
Mr. Benton stated that the Consolidated Waterworks/Sewerage District No. 1 Board of Appeals discussed the matter of delinquent customer accounts.
Ms. Jennifer Rose, Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier, provided the board with the following account information:
1. Ms. Sherry Bunnery, 5238 John Wilson, Bossier City, LA, 71111, owe a balance of $222.53.
2. Ms. Whitney Jorden, 790 Hackberry Drive, Bossier City, LA, 71111, owe a balance of $96.70.
Ms. Rose recommended that a 10 day disconnect letter be sent to each of the account holders listed above for sewer service to be disconnected due to failure to pay.
Motion was made by Mr. Rodgers, seconded by Ms. Glorioso, to uphold the recommendation of the Consolidated Waterworks/Sewerage District No. 1 Board of Appeals, to disconnect sewer service at the following properties resulting in the home being condemned and uninhabitable, unless payment in full is received within 10 days.
1. Ms. Sherry Bunnery, 5238 John Wilson, Bossier City, LA, 71111, owe a balance of $222.53.

There being no further business to come before the Board of Supervisors for Consolidated Waterworks/Sewerage District No. 1 of the Parish of Bossier in regular and legal session on this 18th of June, 2025, the meeting was adjourned at 4:24 p.m. by the Chairman.
