The Bossier Parish Police Jury (BPPJ) took key steps to improve local infrastructure during its regular meeting on April 2, 2025, awarding a contract for drainage improvements and approving a traffic congestion relief initiative.
The BPPJ awarded the Request for Proposals (RFP) for administrative services to Frye Magee, LLC, as part of the Louisiana Community Development Block Grant Mitigation (LCDBG-MIT) Program. This contract focuses on the Espanita Drainage Improvements project in Police Jury District 2, which falls under the Louisiana Watershed Initiative Round 2.
The project aims to upgrade drainage infrastructure and bolster flood mitigation efforts to help protect the community from future flooding events. As the grant administrator, Frye Magee, LLC, will ensure compliance with federal regulations while overseeing the project’s implementation.
The Louisiana Watershed Initiative Round 2 provides funding to public entities for flood risk reduction projects, supporting both local and regional infrastructure improvements.
In another significant development, the BPPJ approved an agreement with Volkert, Inc. to move forward with the Bossier Parish Congestion Relief Winfield Road Project. This initiative aims to improve traffic flow and safety by connecting Winfield Road to Highway 3.
Parish Engineer Eric Hudson outlined the project’s timeline, stating that the design phase is expected to begin this year, with construction projected between 2027 and 2035, pending available funding. The estimated cost for the project is $80 million.
The meeting also included a resolution honoring Mr. Larry Landry, who is retiring after 15 years of service as the Assistant Director of Public Utilities for Bossier Parish. The Police Jury expressed appreciation for his dedication and contributions to the community.
“Mr. Landry’s commitment and hard work greatly benefited our community,” said Jury President Glenn Benton, extending best wishes for Landry’s retirement.
