BOSSIER PARISH PUBLIC SAFETY ALERT

Bossier Parish Sheriff Julian Whittington is reminding the public that operating off-road vehicles
on public roadways is illegal and extremely dangerous. Our deputies will take a firm and
decisive approach when addressing these violations, and enforcement action will be taken. This
unsafe and illegal activity must come to an end.

So far this year, Bossier Deputies have responded to more than 130 calls for service involving
off-road vehicles being driven on roadways. Statewide, more than 10 significant crashes, with
injuries, involving e-bikes or similar motorized vehicles have already been reported, resulting in
4 fatalities. Here in Bossier Parish, two serious crashes have already occurred this year,
underscoring the very real danger these vehicles pose when operated on public streets.

Louisiana law states that vehicles such as golf carts, ATVs, UTVs, and e-bikes are generally not
street-legal and cannot be operated on public roadways, unless they are properly registered,
insured, and fully compliant with Department of Transportation safety requirements. There are
clear restrictions on the operation of off-road vehicles on public roadways and these laws will be
enforced.

Subdivision streets are not exempt, they are generally considered public roadways under
Louisiana law, and the law applies there just the same. When operation is legally permitted, all
safety requirements must be followed, including the use of helmets, seatbelts when equipped,
proper lighting, signaling equipment, and adherence to passenger limits.

Parents and guardians must understand their responsibility in this issue. Under Louisiana law, a
person must have a valid driver’s license to operate a motor vehicle on a public roadway. That
means juveniles or unlicensed drivers cannot legally operate these types of vehicles on the
roadway under any circumstances. Even when an off-road vehicle is being operated on private
property where it may be legal for a juvenile to ride, parents must recognize the seriousness of
supervising their children and ensuring they are taught proper safety practices. Allowing a child
to operate a vehicle without supervision, training, or safety equipment can lead to devastating
consequences.

The message is simple: If the vehicle is not street legal, it does not belong on the roadway.
The Bossier Parish Sheriff’s Office will continue proactive enforcement to stop this dangerous
activity, prevent injuries, and avoid tragedies that could take a life.
