Bossier Parish Sheriff Julian Whittington is honored to recognize Detective Kelly Downey for her outstanding advocacy and instrumental contributions to the successful passage of Louisiana House Bill 74. Louisiana HB 74 was passed unanimously by both houses of the legislature, and was signed into law yesterday by Governor Jeff Landry.
This bill provides legal protection for survivors of domestic abuse, sexual assault or stalking by allowing them to suspend remote access technology in their vehicles. The bill requires motor vehicle manufacturers to disable remote tracking and control features within two business days when a survivor provides a certified protective order, temporary restraining order, or other official documentation proving they have been a victim of abuse. The victim must either own the vehicle or have a court-issued document granting them exclusive use of the vehicle.
Sheriff Julian Whittington was in Baton Rouge to witness the signing of the bill and remarked, “Detective Downey exemplifies leadership and compassion. Her efforts directly led to a law that gives survivors a critical tool to escape and heal. The Bossier Sheriff’s Office remains committed to supporting survivors, promoting innovative policy reforms, and partnering with lawmakers to enhance justice and safety across Bossier Parish and Louisiana.”
Detective Downey worked closely with legislators, advocates, and victims to highlight the dangers of abuser-controlled vehicle tracking. Her expert testimony during legislative committee hearings was instrumental in refining the language of House Bill 74. Detective Downey commented, “I’m proud to have played a part in crafting legislation that breaks new ground. House Bill 74 provides victims a vital means to find safety and begin the healing process.”
