BOSSIER PARISH, La. — Voters in Bossier Parish Police Jury District 1 went to the polls Saturday, Oct. 11, in a special election to fill the seat left vacant by the death of longtime juror Bob Brotherton.
Republican Lynn Beaty received 54% of the vote, defeating fellow Republican Brent Moreland, who received 46%. The two were vying for the Bossier Parish Police Jury District 1 seat that represents the southernmost portions of Bossier Parish, stretching north through Haughton.
The special election ended a months-long process set in motion when Brotherton died in January 2025. In the interim, the Bossier Parish Police Jury appointed former Haughton Mayor Kim Gaspard to serve as juror for District 1 until voters could elect a permanent successor.
Qualifying for the special election took place in July 2025, after which the campaigning for this position began in earnest. Beaty, of Haughton, is a local business owner in the timber and construction industry while Moreland, of Elm Grove, has experience that includes more than two decades of working with the International Brotherhood of Electrical Workers.
While both candidates emphasized similar priorities — infrastructure, public safety, responsible growth, and support for law enforcement — their professional backgrounds and community ties offered distinct contrasts to voters.
The District 1 seat is a key position on the 12-member Bossier Parish Police Jury, which oversees roads, drainage, parish infrastructure, growth management, and local services across the parish. District 1 includes some of the fastest-growing corridors in Bossier Parish, putting pressure on balancing development with public services.
During their campaigns, both Beaty and Moreland centered their messages around improving infrastructure and ensuring public safety. Their differences were more in experience, network, and approach rather than in major policy divergence.
Early voting for the special election took place from Sept. 27 through Oct. 4, excluding Sunday, Sept. 28. On Election Day, the seven voting precincts in District 1 were open for in-person voting from 7 a.m. to 8 p.m. Unofficial voter turnout for the special election was 12.2%.
